No , but a "P" endorsement on a class B CDL would be needed if you carried more than 14 people in the state of Illinois.
you will need a least a class e which is a (taxi) livery license or a class c commercial drivers license with a passenger endorsement
Almost all states require some sort of commercial drivers license for this. Depending upon the state, some are allowed normal drivers licenses, some require state commercial licenses whereas others I find mandate a CDL for them…
Best to check the DMV on this first
