I’m trying to save money. I have a cousin in law who drives limos so I figured I would rent a limo from somewhere and just ask him to drive.

Not a limousine company, what you need is car rental company.
Limousine companies wont rent you their limousine (without chauffeur) for insurance reason; if they agree to let you do that they will ask for more money, not less money.
Now the problem with a car rental company is that it’s going to be hard to find one with a limousine. As a matter of fact it would be a miracle if you find one.
By the way if you are tight on money then it might be a bad idea to spend the money on limousines anyway.
