I have noticed people getting ticketed for having tinted, or, darkened windows on their cars and trucks. But, limousines are not ticked. Why not?

I want to possibly purchase one. I’m concerned they are not as safe because the frames are stretched. I don’t want an outrageously long stretch… something with extra seats, maybe a small refrigerator/bar…thats it.
Any suggestions on this?
