Does A Wedding Planner Have To Be Certified ?

I planned my brothers wedding from the catering hall to the limos/invites and they paid me 1000.00 for my help. I also have been a travel agent for 15 years and help with honeymoons. I had taken courses years back and a co worker said you would be great at being a planner.
In NY state do I have to be certified?

No, you don’t need to be certified/licensed but you do need to go through all the requirements of having a legal business. This would include a business license and insurance (don’t want a bridezilla to sue you for “ruining her day” and then have to pay out of pocket).
I would recommend that you intern/apprentice with an experience planner first though. They will give you insight and knowledge that will only help you build your business.

No but you probably need a business license at the very least
